I have a laptop with 1gb ram installed, but it says that only 764mb is usable, How can I use it all?

When I go into the system menu of the control panel (I have windows 7 by the way) its says that i have 1gb ram installed but only 764mb is usable. That surely can’t be right. I also have a desktop PC with 3gb ram installed and it says all of it is usable. So I was wondering how can I make all my ram usable on my laptop?
