red eared sliders can stay out of water for many days. But in order for them to swallow while eating they must have water. As well as will become dehydrated. In other words they need water. Maybe during eating time you can place it back in the water or just leave it in the water for a few hours a day.

staying outside of water cannot help to cure the shell infection, instead you should take it to a vet or use droplets to cure it.

Some eye droplets can help to improve the shell infection :)

Dry docking and use of a UVB light will help. Just place him in water a few times a day to eat and drink, then return him to the dry area. You can use an antibacterial ointment on the infected area also, but if the problem is severe and does not show signs of healing, you need to take him to a herp vet for medication. Turtles take a long time to heal so be patient.
