How can you print face pictures the color of money?

Basically i see on eBay celebrity dollar bills and certain websites celebrity faces on dollars bills and they are just basic prints of a celebrity’s face but in the color of money. My question is how can this be done? I have tried looking online and can’t find anything

    choose ur colour :)
